In the U.S., being a waiter is generally not considered a career path for most people. It is a temporary job held by students, unemployed actors, part-timers, or those transitioning into some other type of career.
In many establishments in Paris however, the wait staff has chosen their jobs as their career and they take the job very seriously. They are compensated at a fair wage and do not necessarily rely on tips to pay their salaries.
When you dine in a Paris restaurant, you will most likely notice the phrase “service compris” on the menu. This means that the service is included in the price of the food. It is not added on separately, nor is it itemized on your bill. By the way, the VAT (Value Added Tax, like a sales tax) is not noted on your bill either.
Parisian waiters are accustomed to not being tipped at all. However, in most cases I have seen people leave just a couple of euros if the service has been satisfactory. My rule of thumb is to leave two euros per person when I dine at a casual bistro or restaurant. Anything more is excessive.
When I take a taxi, I rarely tip more than a euro. If I stay for a week in a hotel and my room has been taken care of properly, I will leave 4 or 5 euros. If the concierge at the hotel has been particularly helpful, I may tip as much as 10 euros.
