Many hotels are providing ways for their customers to get on-line. I stayed at a hotel recently that provided a public computer for guests to use. The only problem is that the French keyboard is different from the U.S. keyboard. That will slow your typing down by about 50%. If you bring your own travel laptop however, most hotels will give you Wi-Fi access for free or for a minimal charge. There are also plenty of Wi-Fi hot spots spread around Paris.
There are plenty of Internet cafes spread around the city, especially in the college areas of the Latin Quarter and St. Germain. I found rates to be very reasonable - about 2 or 3 euro for 30 minutes of use. Again, ask for a computer with an "American" keyboard.
Skype is the best communications option for those who have their own laptop. Skype is a program that you download free onto your computer. If you have a broadband (Wi-Fi) connection to can do audio and video calls to anyone in the world for free if they also have Skype installed. Oh, your laptop also needs to have a microphone and camera (most are already built-in) installed. If the party you are calling does not have Skype, you can call a regular overseas land-line or cell phone for just pennies per minute from you computer. To do this, you make a deposit into your Skype account and you are charged according to how many minutes of call time you use.
Another option is to use a pre-paid international calling card from your hotel phone or a pay phone. I’ve seen them here at those big-box stores like Costco and Wal-Mart. Otherwise you can purchase them in Paris at the local “tabac”. A tabac is a small store that sells newspapers, cigarettes, and sundries. Phones in Paris do not take coins and require a card to make a call. I’ve seen rates vary between 6 and 50 cents a minute for these pre-paid cards.
An option I would not choose is to rent a cell phone while in Paris. This is an expensive option that requires a substantial deposit. Also, I have heard horror stories of egregious charges being assessed to people who have not read the fine print on their rental contracts.

You can call anyone anywhere in the universe for free as long as you both have Skype.

Note that you do not need a broadband connection with Skype if all you're interested in is conversation. I have used Skype in audio mode from overseas for many years. Take care. Charlie.
